CORRUPTION

The IGG powers to investigate and arrest anyone had never been tested at a higher political level where officials deliberately award government contracts to incompetent companies for the shake of earning commissions, one has got to look at Bukenya’s Scenario. Could it be that the public is not impressed by the IGG’s failure to investigate political heavy weights that are known to be corrupts? It has reached a point where a citizen wants to see radical action something like a corrupt serving minister being investigated, prosecuted and jailed. Reporting direct to the president is not the best interest and of an institution that is supposed to investigate and prosecute any public officer in the country including the president himself; will that not raise procedural problem? It is difficult to probe key institutions like the army, and the Ministry of Defense where corruption flourishes unchecked puts a permanent dent in its image, I think this ninth parliament has got to do a lot with the Constitution of the Republic of Uganda as a working document for this country, let the IGG  report to the parliament not the president that portrays one to be above the law; influencing the independent of Judiciary and it can only perform if it reports direct to parliament because then it cannot be compromised by an individual..

 

Why we need biogas.

Waste is a nuisance everywhere. There is no use and everyone dump it – the results are bad smell, diseases and water pollution. With the HPTC the organic fraction of the waste can be used for producing energy and fertilizer. Coincidentally the bad smell can be avoided…Availability of energy is critical to economic and technical development. In developing countries, the majority of the people has no access to energy and have therefore no opportunity for developing and improving their lives…

A number of forestlands on government land and land held in trust have either been reallocated or earmarked for reallocation for private investment like public forestlands in Kalangala district allocated to BIDCO for palm plantations, Namanve forest reserve to develop industrial park, Mabira central forest reserve for plantation expansion of Lugazi sugar company, there has been conflicting power relations in that the recommendations for the responsible institution like NEMA are suppressed by higher political powers during decision making but if you look at economic transformation, of liberalization and privatization  to promote private investments where land is the capital input, the recommended activities in the forest include among others grazing and livestock farming, planting or cultivation of crops, camping, construction and reopening a road….and its true to say that loosing a forest is loosing the fight against climate change because 25% of the world’s oxygen is generated in the forest..
